Steven Bowers’ practice include patent litigation, IP licensing and transactions, patent portfolio strategy, and general counsel services. He has an established 15-year track record of mitigating legal risk and enabling corporate strategy for technology clients.
Steven has deep experience providing client-trusted leadership in analyzing, developing, and executing intellectual property enforceability and litigation strategies (offensive and defensive). He has demonstrated leadership of large litigation teams on complex intellectual property matters to execute litigation strategies within client-prescribed budgets. His technical knowledge, legal experience and creative problem solving mindset help resolve complex patent disputes, leveraging his extensive prior experience litigating cases in Federal district courts and the U.S. International Trade Commission (ITC). Steven has particular expertise with the accelerated timeframes and unique procedural rules associated with the ITC, where he has represented clients in numerous ITC investigations.
Steven also has extensive experience providing IP licensing, transactional and general counsel legal services, applying a proactive legal risk management and mitigation approach to business clients. As a strategic legal advisor, he brings a practical, problem-solving approach to structuring, negotiating and closing complex transactions and commercial agreements, including those related to technology and intellectual property.
As a USPTO-registered patent attorney, Steven also assists clients to plan and manage their patent portfolios to gain and preserve strategic advantage over their competitors. Working with in-house business units and legal teams, Steven draws upon his own in-house counseling and patent litigation experience to develop comprehensive and tailored patent portfolio strategies that align with the client’s business objectives.
For over four years, Steven was a senior counsel at Intel Corporation, where he advised business units responsible for cutting-edge wireless communications technologies, high performance computing products, and hardware product security. In particular, Steven provided strategic legal counsel to Intel’s business unit responsible for research, development, manufacturing and scaling of next-generation (5G) mobile communication technologies, for use cases ranging from smartphones and digital content distribution to autonomous vehicles and the Internet-of-Things. As this unit’s principal legal advisor, he provided timely, comprehensive, and actionable advice on nearly any legal issue that arose within this group, whether it related to intellectual property licensing, patent portfolio development, commercial agreements, antitrust and regulatory compliance, and M&A due diligence, among others. Steven has been a first-chair negotiator for a range of transactional matters for this group, including IP and technology licensing, manufacturing, sales, marketing, and joint collaboration agreements.
Prior to joining Intel, Steven was a Principal in the Washington, DC office of Fish & Richardson, where he specialized in analyzing, developing and executing complex IP enforceability and litigation strategies, while managing large teams of attorneys and other specialists in the process. While at Fish & Richardson, Steven represented Apple Inc., Samsung Electronics Co., Bose Corp., LG Electronics, Inc., Mitel Networks Corp., Ltd., Cypress Semiconductor Corp., and TomTom, Inc., among others, before both the International Trade Commission and Federal district courts.
